Independent verification (not a rebuild) of the Rev_CB14 deliverable package against the
controlled basis FD-VP-CB-001. The following five gate checks were executed:
1. Geometry consistency (report ↔ BOQ ↔ basis)
2. Quantity reconciliation (BOQ.xlsx Summary vs component sheets)
3. Drawing review (vision QA on CB-01 plan, CB-04 section, CB-08 base-plate)
4. Branding / standard (title blocks, feet-inch dims, Fusion branding on all 10 DXF)
5. Completeness (all promised files present, non-trivial size)
